Another interpretation is ukkalāvassa°, i.e. ukkalā + avassa° [*avaśya°], one who speaks of, or like, a porter (ukkala = Sanskrit utkala porter, one who carries a load) and bondsman M III 78 reads Okkalā-(v.l. Ukkalā)-Vassa-Bhaññā, all as personal Name.
