煩惱為心之垢穢，故曰心垢。無量壽經下曰：「開神悅體，蕩除心垢。」憬興疏曰：「心垢者，煩惱之名。」
The impurities of the mind, i. e. 煩惱 passion and delusion; the two phrases are used as synonyms.
