內凡外凡也。三乘之行人，見諦已前為凡位，凡位分為二，但聞教法而信之者為外凡。正行其法，近於聖位者為內凡。小乘之三賢，大乘之十信位，是外凡也。小乘之四善根，大乘之十住已上，是內凡也。法華玄義三曰：「四教並以外凡為教，內凡為行，聖位為證。」
The two external and internal, or ordinary ranks, 外凡 and 內凡, in the first forty of the fifty-two stages 位; the 外凡 are ordinary believers who pursue the stages of 十信; the 內凡 are the zealous, who are advancing through the next three groups of stages up to the fortieth.
一二凡 謂三乘行人見諦以前之凡位，分外凡、內凡二種。外凡者，但聞教法而信之者，如小乘三賢、大乘十信位即是。內凡者，正行其法而近於聖位者，如小乘四善根、大乘十住以上之位。〔法華玄義卷三〕p287
內凡和外凡。內凡是快要進入聖位的人；外凡是剛剛聞教起信的人。
